The Regional Transportation Commission of Southern Nevada is currently recruiting for the following positions: Senior Purchasing & Contracts Analyst

Performs complex and advanced professional level duties involving the purchase of supplies, equipment, materials and services; leads teams and/or projects.


Working Conditions: May work shifts on days, evenings, weekends, and holidays.


Education and Work Experience: Equivalent to a Bachelor's Degree in Business Administration or a closely related field and four (4) years of demonstrated professional experience in purchasing goods and services in an institutional setting.

Licensing and Certification: Must possess and maintain a valid Class C Nevada Driver's License.

Background Investigation: Employment with the Regional Transportation Commission in this position is contingent upon the results of a comprehensive background investigation, including qualifying education/experience verification, social security trace, criminal history records review, and driving history record checks.

Physical Demands

Physical ability to perform office and related work, including operating computers and office machinery; stamina to sit for extended periods of time; strength to lift and maneuver materials weighing up to 25 pounds; vision to read printed materials; and hearing and speech to communicate in person or over the telephone. Example of Duties

Perform complex purchase of supplies, materials, and construction services from qualified sources in compliance with applicable laws, regulations and procedures. Negotiates purchases and prices with vendors according to established guidelines; obtain formal and informal written and verbal quotes. Prepares agreements and contracts for special purchases and construction services; determines appropriate quantity and timing of purchase to obtain discounts. Assists in evaluation of reports, decisions, and results of department in relation to established goals; recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed. Initiates, schedules and conducts pre-bid/proposal conferences, proposal interviews/presentation sessions, and public bid openings. Provides procurement information to staff; confer with staff to determine purchasing needs, specifications and areas of standardization. Participates in professional development sessions or seminars; stays current on trends, innovations and legal developments in the purchasing field. Operates a variety of office equipment, to include computers and associated software. Coordinates with Finance staff to ensure timely receipt and proper quality and quantity or orders; investigates and resolves issues/problems. Manages multiple projects/deliverables with short targeted completion dates; leads teams and/or projects related to purchasing activities. Provides information and assistance to internal and external customers as required. Serves as the Disadvantaged Business Enterprise Liaison for the Agency, and as such has direct reporting authority to the General Manager on DBE issues. All other duties as assigned
