UniversalPegasus International currently has an opening for a Project Controls Manager in Houston, Texas.
As a Project Controls Manager you will be responsible for managing personnel resource tracking, utilization, career development, and training of project cost control personnel. You will also be responsible for utilizing a wide, diversified knowledge of project controls activities, drawing upon extensive experience and exposure to various types of projects and clients. You will be called on to act as a subject matter expert (SME) with the accounting and cost control tools.
Essential responsibilities include but are not limited to:
- Responsible for personnel assignment, department administration and managing departmental utilization.
- Provide guidance, direction and specialized assistance to project for the resolution of difficult and complex project control problems.
- Interface with clients, attend regularly scheduled meetings, and provide statistical and managerial reports.
- Perform QA/QC checks on deliverables to clients.
- Responsible for assuring compliance with company policy and procedure.
- Responsible for the integrity and accuracy of cost and scheduling data utilized in the preparation of reports.
- Responsible for detecting, troubleshooting and providing corrective action plans for operational deficiencies within cost control systems.
- Participate in internal management, client and project management review meetings upon request.
- Ensure the preparation and revision of department procedures, policies and training programs.
- Participate in corporate initiatives led by upper management.
- Responsible for implementing and adhering to corporate safety protocols.
- Personnel management to include hiring, mentoring, coaching/counseling, terminating, training and performance planning.
Knowledge, Skills and Abilities:
- Ability to functionally use, design and manage scheduling and cost tools and procedures.
- Advanced knowledge of cost, schedule, change management, and earned value concepts and processes.
- Ability to initiate teamwork, exercise good judgment, lead, organize and prioritize project work load for self and others.
- Ability to communicate project cost control, planning and scheduling requirements to a variety of audiences.
- Advanced level analytical skills.
- Advanced knowledge of Project Management Processes (PMI), cost, scheduling, and change management.
- Knowledge of estimating processes, resource allocations, cost control processes and overhead allocations.
- Ability to understand technical issues with the organizations cost control tools and participate in issue resolution.
- Ability to understand technical issues with the organizations timekeeping and expense system (TESS) and participate in issue resolution.
- Independent decision making.
- Ability to train and mentor employees.
Education and Experience:
- Bachelors degree (or equivalent experience) required.
- PMI Project Management Professional (PMP) certification is preferred.
- AACEi certification is preferred.
- 10-15 years of experience related to project controls.
- Solid knowledge of the onshore and offshore engineering and design industry.
- Pipeline Construction experience is preferred.
- Experience using PRISM and TILOS software is a plus.
- JD Edwards and Primavera Enterprise software (version P6) experience preferred.
- Microsoft Office experience required.
