POSITION SUMMARY
The Chief Human Resource Officer (CHRO) is responsible for supporting all human resources functions including, benefits, payroll, recruiting, performance management, training and development, orientations, office supervision, compensation and payroll, policy administration, workers compensation, and employee relations. As a member of the Senior Leadership Team, the CHRO makes significant contributions to the overall strategic plan.
Duties
Benefits
- Stay up-to-date on changes in benefit and employment law
- Analyze and forecast organizational payroll and related costs
- Maintain compliance with timely and accurate employee enrollment into benefit plans
- Provide training and awareness regarding benefit plans
- Conduct open enrollment
- Maintain compliance and administer COBRA benefits
- Design and create benefit plans to meet the needs of the organization
- Negotiate temporary agency and related vendor rates
- Create and provide census and reporting data
- Prepare 401k employer distribution forecast for board approval
- Review 401k plan testing and maintain compliance
- Reconcile monthly all group invoicing
- Resolve discrepancies and errors
- Coordinate and maintain positive working relationships with brokers
Compensation
- Evaluate local market and food bank compensation structures and maintain a competitive compensation structure
- Conduct internal compensation analysis to determine equity
- Participate in compensation surveys as approved by CEO
Recruitment
- Update and maintain job descriptions in ADP Talent Management Module
- Post all positions through ADP Talent Management Module and other online sources
- Collaborate with Senior Leadership Team (SLT) and hiring managers/supervisors to fill positions
- Maintain internal recruiting program
- Network and maintain positive relationships within the recruiting industry
- Build and maintain a recruiting network and resources
- Represent ETFB as an employer of choice
- Actively solicit partnerships with diverse job agencies
- Attend job fairs
- Screen all candidates for exempt positions
Policy Administration
- Maintains and administers workplace policies that lead to an effective, safe workplace
- Recommends and develops policies that respond to new or changing employment laws

- Maintains ADP Homepage
Employee Relations
- Be an ambassador for the employees - listen and proactively work to resolve conflict
- Provide guidance, counseling, and mentoring to supervisors and employees
- Immediately investigate and resolve employee complaints
Training and Development
- Ensure food safety training compliance
- Conduct diversity/harassment training for employees and board of directors
- Assess and address employee training needs
- Respond to annual training needs
- Train managers on the ADP Learning Management module
Workers' Compensation and Safety
- Complete, maintain, and post OSHA 300 log
- Investigate all accidents
- Monitor all workers comp claims
- Maintain light duty and return to work program
- Maintain positive working relationship with carrier and broker
- Evaluate plans and bind coverage
- Provide census data and complete annual audit
- Partner with Chief Operations Officer to maintain compliance with Department of Transportation (DOT) regulations
Board
- Supports Board of Director Executive Committee and 401k Committee as required.
Performance Management
- Provide guidance and support to managers/supervisors on how to handle performance issues
- Manage the annual performance assessment process
- Evaluate the assessment tool, improve as needed meet the needs of the organization
- Train managers in ADP Performance Management Module
Payroll
- Ensures that payroll is processed accurately, on time, and in compliance with state and federal laws through ADP
- Maintain records in ADP Payroll and timekeeping modules to remain in federal and state compliance
- Ensure timely distribution of W-2s
- Coordinate with Finance Director to ensure timely payment of state and federal taxes
- Maintain accurate payroll and HRIS records
- Produce payroll reports and registers from ADP Reporting and iReports
- Respond to all Unemployment claims
- This position supervises the HR Associate, Office Manager, and two Administrative positions
Education and Experience
- Bachelor's Degree in Human Resources or similar field
- Minimum five (5) years of HR management experience required
- Practitioner experience with ADP, HRIS required
- Experience in non-profit organizations or manufacturing is preferred
- PHR, SPHR, or similar advanced certification strongly preferred
- Spanish speaking is preferred
