Woods Cross City City Treasurer Woods Cross City is accepting applications for a full-time City Treasurer. Pay $44,000-$55,000 (Depends on qualifications); position is eligible for benefits.
General Purpose
Performs a variety of administrative and technical duties related to the organizing, coordinating and controlling the receiving and investing of city funds. Supervises and manages utility billing and collection functions. Serves as custodian of the city treasury. Performs various administrative support and coordinating duties to expedite office processes and day to day business
operations.
Supervision Received
Works under the general supervision of the City Administrator.
Supervision Exercised
Provides close to general supervision to part-time or full time clerical support staff assisting in the treasurer or utility billing functions.
Essential Functions:
Acts as custodian of all moneys, bonds and securities and maintains accurate and detailed account of the same; maintains record of revenues and collections from various city programs and services.
Oversees the receiving and depositing of all money payable to the city; certifies that all revenues are properly receipted; verifies money collected by various city departments and assures proper deposits into established accounts by designated codes; balances daily collections with receipts and deposits into bank accounts; maintains payment records on pay back agreements (i.e. special improvement district accounts) .
Monitors city cash flow to and from the investment of funds in the State Treasurer’s pool account; assures availability of sufficient funds to cover city financial needs and issued checks; makes fund transfers as needed; signs city checks; prepares money management report.
Manages water billing functions; prepares and mails water billings for residents and businesses; receives and enters payments into the utility billing system and monitors account balances; runs delinquent registers, mails delinquent and shut off notices; contacts customers to apprise of pending action; collects delinquent accounts; negotiates with customers and enters into payment agreements; monitors name and address changes in service accounts.
Maintains utility account disposition including water, solid waste and storm water; processes termination of customers, sets up new accounts, collects deposits and maintain deposit files; issues refund to eligible accounts.
Coordinates city-wide “radio” meter reading process and schedule; prepares monthly meter reading files for meter reading; checks for high reads; identifies dysfunctional meter issues; initiates corrective or repair actions as needed; coordinates with vendors to resolve problems; generates “usage” reports for administrative review and decision-making; prepares necessary billing documents and statements.
Provides clerical support to the city administrator and other city staff as needed, types city council agenda and assists with city council bi-monthly staff report, performs as planning secretary back up; maintains records and files; prepares materials and types communications for city recorder; assists with maintenance with city files, agreements, contracts, etc.; assists in the processing of purchase orders.
Performs general public assistance over the counter or telephone; gives factual information as requested; performs account updating as needed; assists to coordinate special events and maintain city calendar; records city park reservations, collects fees, issues dog licenses.
